GTV NEWS: GRPD... BODY CAMERAS
GRAND RAPIDS, Mich. (WOOD) — President Obama announced Monday a proposal for a $263 million spending package to increase body cameras and expand training for law enforcement officials.
Of that $263 million, $75 million would go to purchasing 50,000 police body cameras.
A group plans to go in front of the Grand Rapids City Commission Tuesday to push for body cameras on Grand Rapids police officers.
“Overwhelmingly we are hearing support for body cameras. We’re also hearing that it’s just part of the solution. So once again we know at its core it’s the trust it’s the trust that the police department has to build with certain populations,” The Co-Executive Director of LINC Darel Ross said.
Ross says the group they are bringing to the city commission meeting would like to see body cameras on all GRPD officers or at the very least patrol officers.

“We know it’s ambitious and will have to be rolled out in phases,” said Ross. “We just want to start some conversations and we truly believe residents in the community have a right to speak to how they are policed.”
But they might have an uphill battle. The Grand Rapids police chief told 24 Hour News 8 in an interview last month he sees issues with body cams.
“I have concerns more that people who have issues in their neighborhood and may want to share those concerns would be reluctant to do so,” said Grand Rapids Police Chief David Rahinsky
Rahinsky said if people know they are being recorded they won’t be willing share information needed to solve a case.
He’s also worried about recording children, sexual assault and domestic violence victims.
“I’m not comfortable with officers having the ability to activate those cameras in private residences,” said Chief Rahinsky.
“I think he raises some legitimate concerns and once again I think that’s why it’s thoughtful policy. I don’t think anybody is saying if you are working with police we are going to record you or the instance of domestic violence is going to of on film,” Ross said.
A study done on the Rialto, California Police Department after their officers started wearing body cameras found there was a 60 percent reduction in officer use of force incidents and an 88 percent decrease in the number of citizen complaints.
“We don’t want it to come down to a he said she said, and in today’s world we don’t have to there is technology,” said Ross.
Ross also said many realize body cameras are not the end all, they would also like to see community policing and a more diverse police force.
“I think America has a lot of healing to do,” said Ross. “And I think that the criminal justice system has its own issues and I think this is an easy way to make the criminal justice system a little better while also breeding accountability to those who are paid to protect and serve.”
LINC is serving a dinner at 5:30 before Tuesday night’s city commission meeting at its headquarters located at 1167 Madison SE in Grand Rapids. A bus will leave for those needing transportation to the meeting at 6:45 p.m.

Nov. 3, 2014 - ATLANTA -- Lason Jackson, popularly known as La the Darkman, has signed a new label deal for AMG, distributed by Sony Music Music. L.A.D will be recording & executive producing new music under his own enterprise Aphilliates Music Group. The deal was inked on 11th of September this year.
L.A.D is a longstanding musician, having ventured into various businesses over the years. L.A.D is well known for his affiliation to the WuTang clan, ranked No.1 greatest Hip Hop group of all time by about.com in 2008. Drake, a well known rapper and songwriter, named L.A.D as the best upcoming new artist to MTV news.
Speaking on the occasion, L.A.D. said,” I feel that I have become a mature, a more complete artist now. I will continue to represent the same principles and convictions that I always have. My primary aim is to continue to help Hip Hop grow while entertaining, pushing the importance of strength, creativity and financial independence.”

GTV NEWS: Louie Howard Sentenced... 'The deal of a lifetime and you blew it,' judge tells man sent to prison after botching plea deal
GRAND RAPIDS, MI – In exchange for testimony that helped send a murderer to prison two years ago, Louie Howard got a deal that turned a potential life sentence into less than one year in the county jail.
The only requirement was that the 33-year-old stay out of trouble for the next five years.
However, Howard failed to live up to that seemingly modest requirement and now faces the next 15 to 60 years in prison.
Kentwood Police entered Howard’s home in the 3100 block of 60th St. SE on June 4 and found him flushing 3 ounces of cocaine down the toilet, according to court records. Police also say they found large amounts of cash and drug paraphernalia.
Howard pleaded guilty to delivery and manufacturing cocaine and maintaining a drug house. Police say he cooperated in the investigation.
That was not the first time Howard had cooperated with police.
Howard was at the center of the July 2012 trial of Andrew Ramon Scott, who was convicted of first-degree murder in the May 2004 shooting death of Tahri Braggs on Alexander Street SE.
In multiple hearings, Howard testified that he was sitting next to Scott when he pulled his car up next to the van driven by Braggs and shot the young father of two children.
“I seen (Brigg’s) body jerk back because he’d been shot,” Howard said before a Kent County Circuit Court jury in 2012. “I’m yelling and screaming what the ‘F’ did you do that for.”
The testimony helped build the case in which a jury deliberated about three hoursbefore finding Scott guilty. Scott remains in the Saginaw Correctional Facility where he just last month began serving a life sentence without parole after serving two years on the gun charge, for which he was also convicted.
But early on in the investigation, Howard lied to police and prosecutors, saying that he was nowhere near the scene of the crime. The fact that witnesses refused to cooperate contributed to the fact that the case went unresolved for seven years.
Howard said he kept quiet because Scott has children with Howard's sister.
“Tahari was my homeboy,” Howard said in July of 2012. “I was right in the middle of this.”
Howard was charged with perjury for lying under oath in an investigative subpoena and faced minimum sentencing guidelines of between 12 and 22 years to life if found guilty.
In exchange for his cooperation, the Kent County Prosecutor’s Office agreed to a sentence of one year in jail.
The recent drug charges violated Howard’s parole, which means Howard was subject to the full term under which he was convicted of perjury, in this case 15 to 60 years - dwarfing the 10 to 20-year sentence he received on the drug charges as a repeat offender.
“You had an incredible gift,” Kent County Circuit Court Judge Donald Johnston told Howard in court Tuesday, Sept. 16. “Quite frankly, the gift of a lifetime and you blew it.”
Howard’s attorney, Jonathan Schildgen, reminded the judge that his client had no violent felonies on his criminal record and had never been to prison and asked the judge to give the defendant -- whom the attorney described as kind and gentle -- the hope that comes with a single-digit sentence.
Howard told the judge he accepted that he would be going to prison and even said that his punishment was not too harsh, all things considered. He said he accepted responsibility for his actions.
“I can’t so much blame my environment because I am a man,” Howard said.
